Ministry of Environment and Water to issue procedures the movement of labor on fishing vessels

In coordination with the Ministry of Interior and the Ministry of Labor, the Ministry of Environment and Water has begun the preparations for the implementation of a Cabinet resolution governing employment of foreign nationals by fishing vessels. The resolution signifies the ministry's commitment to improve and sustain the local fishing sector through growth and protection of marine resources. It also aims to promote the economic and social significance of fish resources in the UAE.

The ministry held a series of meetings with fishermen and fishermen organizations to discuss fishing development and regulation. During their discussions, the ministry learned about the challenges facing local fishermen – prompting it to propose relevant solutions that ensure sector growth and sustained interest of future generations as well as preserve the country’s fish resources.

The Cabinet resolution is in response to the fishermen’s need to employ foreign nationals due to lack of manpower,  reduce the operating costs and burdens on fishermen, and continue the ministry's efforts to develop and regulate local fishing.

Per the resolution, the Ministry of Environment and Water said a mechanism has been put in place providing foreign workers with cards containing the numbers of fishing vessels they are permitted to work on. The cards will be issued provided that the boats belong to a first and second degree relative. An application must be filed by a fisherman and approved by the guardian of the employee. The ministry said the resolution is in accordance with UAE Vision 2021, specifically on building competitive advantages of various economic sectors to achieve a sustainable and diversified economy.
